Marcus Beal

Director, Governmental & External Affairs and Region Vice President, Delmarva Power an Exelon Company

Marcus Beal is the Director of Governmental & External Affairs and Region Vice President for Delmarva Power. In this role, Marcus is responsible for building and maintaining community, business, and government relationships in Delaware and Maryland.

 Marcus joined Pepco Holdings as an intern and progressed through roles in Information Technology, Power Delivery – Business Transformation, Corporate Communications, and Technical Services organizations, and Regulatory Compliance.

He started his career as a systems engineer responsible for enterprise application and infrastructure projects. He was selected to join PHI’s Business Transformation team – created to manage and implement advanced smart grid programs as well as pursue federal grant funding opportunities. He then led Media Relations and Crisis Communications across PHI’s three operating companies – Atlantic City Electric, Delmarva Power, and Pepco. Marcus went on to lead Business Planning and Regulatory Compliance teams for PHI. He was named Sr. Manager Governmental and External Affairs and DPL Bay Region Vice President in 2022 and Director Governmental External Affairs and DPL Region Vice President in 2024. 

Marcus serves on the MD / DC Utilities Association Board, the Business Advisory Board of the University of Maryland Eastern Shore, the Wor-Wic College Foundation Board, the Rehoboth Beach Film Society Board, is a member of the PHI African American Executive Advisory Committee, holds professional memberships with the American Association of Blacks in Energy and the Public Relations Society of America. Marcus is also an alumnus of the Arthur Page Society Diverse Future Program.

A Delaware native, he attended the University of Delaware where he earned a BS in Computer Science. Marcus also completed the Columbia Business School Leading Strategic Growth program, completed coursework at Villanova University in Project Management and is a Pro Sci Certified Change Practitioner.
